Overview

This page contains information, guidance and useful links to help you make representations on the Armagh City, Banbridge & Craigavon Borough Council's Local Development Plan (LDP) Draft Plan Strategy 2035 (DPS).

The Council invites representations on the Local Development Plan 2035 Draft Plan Strategy and its associated environmental and supporting assessments during this consultation period.

An eight-week public consultation period will commence on Tuesday 13 October 2026 and close at 5.00pm on Tuesday 8 December 2026.  Any representations made before or after this period will not be accepted.

Electronic versions of the Draft Plan Strategy, Technical Supplements and Supporting Assessments are available to view and download via the Council's website Local Development Plan (Residents) | Armagh City, Banbridge and Craigavon Borough Council. Hard copies are also available for inspection between 9.00am and 5.00pm from Monday to Friday at the following Council offices:

How to respond

The Council is encouraging everyone with an interest in the future of the Borough to review the dPS and associated environmental and supporting assessments and have their say.  Responses to this public consultation should be submitted to the Local Development Plan Team during the public consultation period by the following methods:

In your response, please indicate how you would like your representation to be dealt with at the Independent Examination (IE), either as a written or oral representation.  It is important that all representations and counter-representation engage with the tests of soundness, which refer to the process by which the draft Plan Strategy was prepared. The tests of soundness are set out in detail in the document below (Guidance Notes on Soundness).

Purpose and lawful basis for processing

Our purpose for processing your personal data is for the preparation and development of the Local Development Plan.

We are processing the personal information you provide under the UK General Data Protection Regulation (UK GDPR).  The lawful basis we are relying on to process your personal data is Article 6 (1) (e) of the UK GDPR, which allows us to process personal data when:

  • Public task: the processing is necessary for Council to perform a task in the public interest or for its official functions, and the task or function has a clear basis in law.

What do we need?

We only collect and use the minimum amount of personal information required.  The information we will collect about you during any consultation that forms part of the LDP process may include:

  • Name
  • Address
  • Postcode
  • Email Address

When you complete an online consultation, we collect the IP address that you accessed from but do not use this to identify individuals.

We will also process any other personal data you choose to provide in your response during any consultation that forms part of the LDP process. Consultation submissions will be made available for public inspection as part of the Local Development Plan process, so you should avoid including personal information that is not necessary for your response.

What do we do with it?

We will process personal information provided to us to:

  • To enable the preparation of the Council’s Local Development Plan;
  • To facilitate public participation in the Local Development Plan process;
  • To send you updates and/or notify you about changes in the process;
  • To seek clarification on any matters you have raised with the Council; and
  • To fulfil our responsibilities to comply with any applicable legislation.

Local Development Plan: Representations Database

Under The Planning (Local Development Plan) Regulations (Northern Ireland) 2015 the Council is legally obliged, during the Plan preparation, to make all relevant documents available for public comment during the following stages:

  • Preferred Options Paper;
  • Plan Strategy; and
  • Local Policies Plan.

Representations received during the public consultation stages of the Plan Strategy and Local Policies Plan, must be made available for public inspection, in hard copy, disk format and on the Council’s website. However, your name, address, telephone numbers, email address and signature will not be shared, and any data sharing will be in full compliance with prevailing legislation.

We may share this information with relevant Council officers, where the business and legal framework requires or allows it.

You should note, however, information you provide will be shared with the Department for Infrastructure (DfI) and an Independent Examiner (a third party) as part of the submission of the Local Development Plan for Independent Examination. A Programme Officer will also have access to this information during the Independent Examination stages of the Plan preparation.

How long do we keep it?

Your information will be retained in line with Council’s current retention and disposal schedule which is 6 years from the date the LDP is adopted.

Do we use any data processors?

Council have a contract with Delib Citizen Space to provide the Consultation Hub service as a method to gather the consultation responses.  This service provides the online consultation platform for Council to design and publish online public engagement activities including consultations.  This is also the service used by Council when it commissions third parties to carry out engagement activities, unless otherwise stated.

Council is the data controller, Delib is the data processor and Rackspace Limited, which hosts the consultation platform, is a sub-processor.  You can find details of the Consultation Hub’s privacy policy via armaghbanbridgecraigavon.citizenspace.com/privacy_policy.

Where is the information stored?  Do we transfer data overseas?

We will only retain your data for as long as is necessary to process your representation and/or correspondence as part of the Plan preparation or for the purposes of other functions required by the Council’s planning department. Your information will be disposed of in a secure manner when no longer needed.
